Definitely no head lugs. However, based on the collar with binder ears on the extended head tube, it does appear to be TIG-welded steel. Obviously rebuilt and partially repainted. I'd also place this circa 1996. While I can appreciate why the seller would want $300, the build is nothing special and it's not the best time of year to be selling in DC. Maybe $225?
