It'll be close. I'm 5'8" (maybe 173?), and the hybrids I ride are maybe 2-3 cm smaller than this one, but with a fair amount of seat post raised. I'm also rather long in the leg and short in the torso. So depending on your proportions, you might fit this bike okay. It does have a long stem, so depending on your torso and/or arm length, you may opt for a shorter stem.
Then again, for 40 z's, you can hardly go wrong. Is there much of a market for commuter/hybrid bikes there? If so, you could probably clean this up and tune it, and flip it for 5-10 times what you pay.
The folks at Shimano should be able to answer your question about the yellow washer on that IGH hub. It may even be in a FAQ on their web site, as it probably is a common question.
