There is not much point in buying a ready built bike if you are going to replace the wheels at some point. There are a few inexpensive sets of wheels in my garage, ignored and not worth selling.
I don't mind full bikes with cheap, place-holder wheels. What I dislike is when they spec (and you have to pay extra for) mid-tier wheels that still need to be replaced.
