Yes. You'll need lots of Acetone, and lots of rags/towels. Just don't SOAK the frame in Acetone; or do this: Recycling a carbon fibre reinforced polymer with a supercritical acetone/water solvent mixture.
The link gives you an idea about how tough the epoxy is. Those conditions will be difficult to recreate, and outside of a containment vessel, any acetone you use will evaporate before it can do much of anything to the Epoxy. Hopefully, the bike frame wasn't properly prepped, and the spray enamel should come off before you damage a clear coat too much.
