No development needed, you can order an existing model, in the size you want. Rather than having to take the off-the-shelf model.
The Kenda tires are mid-range, low thread-count, with a puncture belt that really slows you down. It probably gobbles up 40 watts to make it roll. There are plenty of touring tires that use up well under 20 watts, and are at least 25% lighter and just as tough. Better materials and technology, just like the frame.
