It was a ciclovia, that are regularly organized by the mayor. With all that traffic, they probably can't ride as fast as we can.
I saw it in Transportation Alternatives. It's incredible that a dirt poor thirld world country like Bogota would be so far ahead of the rest of the industrial nations regarding Peds and Cycling.
