Richmond hasn't had a dockless bike problem. We've got a docked bicycle system that's slowly dying on the vine since the dockless scooters arrived last year. On the second try. The first time, some firm showed up one night and dumped a load of them around the city. The next morning, since they hadn't asked permission, the city had the street crews out and confiscated them all. Said company came back to negotiate shortly afterwards, and their second batch of scooters were allowed to stay.
