Did the first batch of scooters get perma-impounded by the city, or were they released after negotiations?

I've been meaning to see if a low-cost e-bike can be built with using nothing but the stock guts from a retired Segway Ninebot ES-series scooter. Motor wheel mounted on a rack driving the rear wheel of the bike with stock motor controller and hardware.
