It looks like a valve spring compressor, maybe. For motorcycles or cars. I can see how I could use it for that, even if that's not its actual purpose.

I have a couple Hozan motorcycle tire irons. Good quality but a little small for wrestling with my CB350's road tires.

Here's another listing for the OP's tool in question. Advertised as suitable for ...airplanes?!
