Two teams here have been caught in two weeks leaving Home Depot with $5k cart fulls out the back door.

Local Walgreens pharmacy hit three times by a team headed by a con with juvenile accomplices. Second time the fleeing car crashed with the con running off, leaving the injured kids to get caught. Third time the con found new accomplices and all three caught after a short chase. These 14 and 17-y-o kids had rap sheets and even the 14-y-o from Oakland had a warrant out.

With business and street traffic down in the city, and with fewer cars parked to steal from, the thieves are going to be trying new targets.
With this being a national emergency, maybe shoot-on-sight orders will be implemented?
