It does shift all the way up...I shifted while pulling the cable along the down tube. I have my cart ready at Nashbar...but I think I will put it up on the stand tomorrow after work. I am not riding it anyway I guess. Might save me $$. I still am going to replace chain, cassette, and bar tape.
