Sounds like someone tore up some of a late '80s Raleigh for your bars and stem. Never seen a VO stem, but then again, my knowledge of stems is limited - can't find anything but SRs at the LBS here in Miami.
Grips look like Raleigh-marked "Dare"-brand. Standard Raleigh fare.
