There are quill stem risers adaptors out there. Sunlite (distributed to your LBS from J&B Importers with part #57669 ) is one example. Do know that the added leverage the bars will have on the steerer increases the chance of bad stuff if not installed and monitored periodically (like any lack of maintenance will do).
