I think the increase is due to runners not wanting to step off the sidewalk to maintain 6' as they are approaching pedestrians. Where I was is one of the older, residential sections of the city, so the sidewalks are relatively narrow. I don't mind as long as runners get out of the bike lane well in advance. Some people cannot seem to manage that.
