Hardly any time at all. Maybe 4 hours or so.
From years of flipping I have no end of spares.
The bike was stored indoors and the grime on the frame was mysteriously water-soluable.
Most of it came off with a garden hose and soft brush.
The rims cleaned up with fine steel wool & water.
All it really needed was a good cleaning and, of course, new brake & derailleur cables, cable housings, seat, bar tape, brake pads, grease & oil, and tires.
It delights me no end when I can see the potential in a really low-end low-mileage steel bike like this AllPro and my wife says something like, "Like hell!" and "Why didn't you just leave it there ?".

But my FAVOURITE "Before and After" is this useless old Benotto, well worth the $20 Canadian it cost me.
