didn't realize that some cages go in with the open end facing the race which was the case with the Miyata.


Just to follow up, spacers and washers can be optional depending on the number of them and ability to get the topnut properly tightened, only one of either/or can be used, it will usually be the washer.

This can present when the HS is changed for a different brand/style/stack, you can go minus for a short steerer/taller stack or add for longer steerer/shorter stack.
