Looks like "Paino" it is or Wayne "Kotzur" [as no-one knows].
I'd love to use "De Rosa" or "Pogliaghi" but that would look wrong with Shimano track tips and ends.
I have owned 2 Pogliaghi track frames (post "PSM").
