They should be the same, sometimes tolerances aren't what they should be though. I've had tires that required steel levers to install and some it didn't seem like the tire would stay on. Key with the latter is to be careful when pumping up to put enough air in to give it shape and then make sure the bead is seated all the way around. Then inflate another 10psi and recheck, another 10 and check and if its good finish to final pressure. I wouldn't run such a tire tubeless and can't image it would be easy to get seated without a tube to hold it in place. With a tube I've never had such a tire just pop off as the tube keeps it in place.
