I'll respond as someone who has a few sets of older Torch I9 hubs. They are great, sound wonderful, if that's what you want, and well made. They are my single speed setups, but unfortunately cracked the rear shell on one, too much power according to my buddies, lol. This isn't the first hub I've cracked so it could be me...
I also have Chris Kings, Hadleys, Hopes, XTRs, and bunch of other sets right now. Personally for price and quality I favor Hadleys, they have the bling factor, exceptional build quality and don't scream like I9s and CKs. Hopes are worth looking at if you want colors but budget minded. I'm not a weight weenie so the fancy lightweight models aren't really for me. If you really want colors but the Hopes are still out of budget visit the Bikehub store. They make high quality hubs at very reasonable hubs. If you like quiet, nothing like the Onyx hubs, but they are even more than I9s.

As for rims, I've had no personal experience. A few of my friends have the wheelsets and they look fine, nothing unique. Are you looking for carbon or AL?
