Small (1.5") tire for a Surly Troll?

Hey, folks. I'm considering a Surly Troll to replace my venerable (ancient) steed. It seems to meet most of my needs, and I have my eye on a good deal on a used one.

But then I started getting serious and looking at the Surly site, where it has this answer in response to a question about small tires:
I wouldn't go smaller than a 26 x x 2" tire on the Troll. {Verified Reply - Evan}
And I'd swear that I saw this in another place, too, on their site.

The bike I'm using now is a 1992 Specialized StumpJumper FS, which I use for everything, but mainly my 18-mile round trip to work through Los Angeles. I usually use tires in the 1.5" range, and this discussion of "dropping the bottom bracket too much" has got me wondering if the Troll wouldn't like that size. Ideally, I'd have two sets of wheels, one for commuting and one for dirt-fun and trail riding.

I guess my question is, why would my Stumpjumper be OK with smaller tires, and not the Troll? Thanks!
