Shifters could be gunked up from age. I'd spray some WD-40 into the mechanism to clean it out. Soak the derailleurs too. Then lube the derailleurs and chain. While at it lube the cables. Shift to slacken the cables. Slide cable housing out of the stops. Clean them off. Lube if you want. Some don't if the cable housing are lined with Teflon sleeves.
