When touring, my Road Morph G or Lezyne Micro Floor Drive is in a bracket attached to the frame and shares the bolts used for a bottle cage, but I do have a long Zefal along my top tube on my rando bike and road bike.

But a pannier makes sense too, less theft prone and less likely to get a lot of road dust in the pump innards. I used a pannier on a couple trips.
