Agreed... when I see someone take a KoM without HR, cadence and a PM I assume it's a cell phone and should be DQ'd. Cell phones can be somewhat inaccurate (just look at the analysis where the motion of the rider is a step-function). Could have been done via car or motorcycle for all we know.
But I wave at everyone, clip-on bars or not. Cyclists need to stick together.
