Odd bike tire question for size

Ok, first off, I am not a bicyclist. BUT, I am in need of someone's knowledge of vintage/foreign bikes. I am looking to put a tire onto a disc that looks like it had a tire on it. The application is for a piece of industrial equipment that uses the tire as a bumper. The company that made the machine is no longer in business and I have measured the wheel that I have. It has a valve stem hole, bead seats and it seems to be a bike tire size. The inner bead measurement is 584mm or 23", the outer is 606mm or 23-7/8". In the research that I have done, 584 is in fact an old French tire size, which makes sense given this machine was made in Holland. All of the nomenclature on bike tires is confusing, anyone know what size tire would fit on this disc?
