Like everything in cycling- it varies. But 4.5oz is a reasonable average based on how few metalics I see.

This is based on 2 frames I have weight before stripping paint, after the strip, then after being repainted. Additionally, its based on a frame I built and had painted(weight it before and after), and then also a frame I weight before stripping then had powdercoated(which is k own to be heavier)

So 4 frames. Admittedly not some vast sample size, but its actually a sample size and not a WAG.
I have been stripping & painting bike frames for over a decade, more than a few dozen frames.
Paint & clear coat on a frame size 54cm is more than 300gm on average if you want a durable paint job.
Larger frame size even more than 400gm.
With larger sample size, I'd say that your numbers are off.
