I didn't remember the shell width of the 26tpi Raleighs before, had to look it up in Sutherland's. It's 71mm, compared to the 68mm of the 24TPI shells. So even if the VO Bb does fits the shell ID it might not be wide enough to properly secure it. Also know that Raleighs during the bike boom years were pretty inconsistent. in build "quality". We had to chase threads often enough and would find excessive brass flowed into the shell. (Which was vastly better then the few that lacked much of any brass in the joints) Andy
