My first thought was a British TV show we've been watching - The Repair Shop. It has several very talented people doing repair and restoration of historic objects. Impressive talent. I wonder if such a person (maybe known to museums in your area) could restore your head badge. Ex: someone who works on historic porcelain, who has a great eye for color matching, durable finishes, levels of gloss, etc.

Or someone in the jewelry field that restores lockets, enameled pieces, trophies, etc.
