The bike is fine other than the tubes. A bit rusty, but doesn’t affect the bike functioning.
Continental makes excellent tires with puncture resistance and tubes with very reasonable pricing. Amazon has a decent selection, but when possible you should support your local bike shop. New tires and tubes for smooth riding and keep the old tires for backup if they are not damaged. Clean the bike thoroughly, removing all rust. Chains are critical equipment so replace it if in doubt after cleaning.
