The trouble is that here it is nearly impossible to "create" a moped. To register a moped is easy, you just provide the county assessors office with the VIN and pay the taxes. The issue is that there is no way to generate a VIN for anything except a car/truck, Trailer, or Motorcycle. As I said, I am looking onto it.
