A wobbly wheel is usually an indication of loose/broken spokes and/or a bent rim. It can also be loose/missing bearings, a loose wheel (not tight in the frame) and a couple of other things (like a broken frame).

First order of business is to make sure the wheel is centered and tight in the frame. Spin the wheel. If there's still a wobble, make sure it's only at the rim and that the hub does not wobble. This should isolate the problem between the spokes/rim and the hub/axle.
