After a lot of searching and digging around I’ve finally given up the ghost regarding this headset on a bike frame I’ve inherited.
The previous owner has put in an aheadset quill stem converter/extender in order to fit a clamp on stem, I imagine. The forks are still 1” threaded and when assembled, the top race sits on the threads of the fork.
Headset cups/ threadless headset is a Cane Creek 40, and I basically want a 1 inch threaded top race to match this arrangement so I can use a quill stem, prefereably not needing to change the cane Creek cups in the headtube.
Has anyone got any recommendations or knowledge of a 1inch threaded top race to match sealed bearings, or whether I can put loose bearings in the cups for this?

That is one odd duck. Bonus points to the previous owner for ingenuity but it’s still a kluge job. Are there any threads showing above the top cap? You might be able to do something like a
Chris King 2Nut. It’s another kludge job but not quite as bad as you’ve got there.
Alternatively, you can just get a new threaded headset. They are relatively cheap and not that hard to replace.
