But both are risky and I avoid both, but may with extreme caution (i.e. very low speed, watching for any signs, even more caution passed driveways) pass stopped vehicles by using outside of wide lane, shoulder or BL but only if needed and only for long enough to get to a position where I will make the next light cycle. In some areas/situations this could be a couple miles of backed up traffic.

The discharging of passengers or attempting to change lanes can happen from anywhere... even a stopped vehicle in a left lane... where a motorist decides to for instance force traffic to allow them to enter... they can just as easily move to right or left and block a cyclist...
At least a curb gives "bail out" room.
