When the combined costs of raw materials and labor in the USA cost less than the combined costs of raw materials, labor, and shipping from overseas to the USA, then and only then will manufacturers move production back to the USA. You can debate
ad nauseum about the best way to get to that place, but until it is economically favorable to do so, manufacturers will not make their products in the USA.
