Did your Rotor BB come with a BB wrench? The photo on Backcountry shows it with the wrench but it does not mention it.

Also, did you need any sort of spacers to make the crank fit?

I got it from my local shop, they ordered from Rotor, the one from Rotor comes with the tool needed. Its a attachment for a wrench. I am not running any spacers. All I did was install and then use the tension nut on the non-drive side to tighten any play which was about half a turn and its been great.
