Whether to restore brings in so many questions about what you want to do with the bike. For me, if it is a bike that I am going to be riding, I touch it up and make sure it is mechanically sound. I will update parts if I think it is warranted.

If I am selling a bike, it tends to get more cosmetic attention. That is because looks matter.

As for your Stumpjumper, I would only touch up the paint and ride it. Mountain bikes seem to suffer more damage than road bikes and are likely to continue to get scratches and nicks. I wouldn't get too fussy about it and keep in mind that I bike like that doesn't mean that it isn't appreciated only that it has been ridden. That's just my opinion on the topic.

It could use a new seat or recover the one you have. There is a good thread on Bike Forums for recovering a seat.
