No lights on the route I described. Stop SIGNS, you can't really avoid, this side of the Bay.

Whiskey Hill's the only downhill where you might have to coast, but if you just turn right onto 84 from Canada instead of left, follow 84 to Portola (no stop but you need to be careful of downhill traffic) you can avoid that. Adds two stop signs, though - Portola and Mountain Home and Portola and Sand Hill.

You could also just do the PenVelo TT - Canada and 92 to the peak of Canada before Jefferson is 5 miles. Do that out and back twice.
