I bought a Cannondale 3.0 frameset years ago that looks identical except the rear dropouts are about an inch behind the seat stays. It was the first year that an aluminum fork was available as an option. It rides SO much smoother than the version 1 Cannondale I have. I know that's relative. It's really different from a 3.0, it's a touring frame. Longer wheelbase, slacker head tube angle, cantilever brakes, eyelets front and rear for racks and fenders,, and that 3rd bottle cage mount under the down tube. Quite a bit heavier than a 3.0, too.
Not sure about the dropouts, I thought that was only the 2.8.
