tailoring tape measure won't get you to any meaningful result.
you need an accurate steel rule and more.
Maybe at a local bike shop, if they have a decent tool array, they should have a seat post sizing mandrel.
These frames came at the bottom bracket shell, left to right across the frame, 70 or 74mm wide.
70 is typical Italian, 74 was Also Italian for a short time.
