Shine a light down the tube and see if there's a spot for an allen wrench. That might be how it's adjusted. Otherwise, just put a cap on it and enjoy the bike,... I know I would. She's a beauty!!!
Yes. Do look down the inside of the stem for a fastener. Sure looks like a quill to me, and you want to be sure there is something mechanical holding it in place, and not just rust.
