I have a nearly identical white tandem. My CW is very hesitant to ride it as well - it’s hard to stop with both cantilevers on one lever and the drum brake on the other. I stupidly had the rear wheel rebuilt with a steel rim. At least now I have the ability to rebuild it myself with alloy.
