what kind of flats are you getting? pinched flats? puncture flats from thorns? (aren't you riding in the desert southwest with thorny things?)
i don't think the flat prevention lies so much with the tire carcass as it does with other means of prevention.
just a suggestion, but maybe you can re-evaluate other parameters such as your tube thickness, tire pressure, and tube protection liners.
there will always be sacrifices. low pressures and light tubes are often desireable...but not the best for flat protection
