The chrome may clean up ok, the crank is not original but Mavic is nice I would try 250, I would go up a little...all this assumes no damage check the tubes for any bulges around the head tube
Point out the cost to get it running, tires cables as well as how bad the rust is.
The owner may think that is lowball so be prepared.
