I would at a traditional double cable stop clamp that goes around the downtube and uses the existing braze-on as a stop, then look for a small fan or propeller to fit on the existing bolt to see if it is really "aero" or not (plus it will generate lots of interesting questions that allow you to tell people you are of dutch ancestry and your bike is wind-powered).
