If it wasn't for tail winds, I'd have about half as many KOMs. 'Course, I'm not the only one doing that around here.

Where I live, with careful planning I can get under 2000ft of climbing on a 40 mile ride. Be careful what you wish for.

Back on-topic: I lived on the Great Plains for many years, and would regularly ride in winds up to 20 mph with gusts significantly higher than that. Was only a real problem once, when I was riding in a crosswind and foolishly took both hands off the bar to retrieve something from deep in a jersey pocket: cross wind hit me hard, the bike scissored, and I went down hard right in the middle of the road. Busted up the bike and my phone, so a passing motorist in a pickup truck stopped and drove me home. Ran into the guy years later and he remembered me, right off the bat.
