When you live in a country as big as the United States, and have the freedom to live wherever you want...why would anyone want to live in Florida? I mean, it's a nice place to visit, but documented history tells us it's not the smartest place to build a house. You'd think mankind is smart, keeping track of weather patterns so as to figure out where not to live...but time and again, people keep making the same mistakes...in what is supposed to be the greatest nation on earth. At least insurance companies have caught on and protect their interests.

You can't make an omlet without breaking a few eggs. You certainly can't be afraid of pissing off neighbours like that and drawing their ire. You have to make it unprofitable for criminal activity. Good to get allies first with like-minded neighbours and build up a show of force. Of course, that takes a little more time and effort than it takes to simply file a police report. It's either that or sell and move, because you don't get anywhere in life sitting on the fence! The police certainly aren't going to care; they'd sooner see you move, so you need to take action to force them into action. Take it a step further; set up hidden video surveillance (X10 sells some cheap cameras that go anywhere), so when they lash out at you or your property for "Ratting" on them, you'll have hard evidence and the charges will continue to pile up. Then you can sue them, get restraining orders...something new every day...it is a battle that can be won, but you have to first be prepared to commit, stay within the letter of the law, and not be afraid.

Imagine if you had video footage of the dog attacking the child? Give a copy of that to your local media; once you've drawn the attention of the media to their doorstep (along with the ire of the area covered by that media), you're now at a whole new level. Camcorders are cheap! X10 cameras are cheaper! My Canon ZR400 fits in my pocket; I can take it anywhere and capture exceptional detail. Video is very powerful; even more so than a gun. Camcorders have been known to stop bullets.
