IMO, if the chain on the top doesn't go slack when coasting with the pedals stopped, then it's not an issue.
The OP might be saying that, I can't really tell.

When I bought my new bike in June it was doing the ghost pedaling thing, especially when I was in the 11t or 12t cog and coasting. If I stopped pedaling at speed, I could feel the crank pushing back, and if I unclipped the crank would turn on it's own. I also noticed it doing this while in the bike stand.

I asked my shop about it, they told me it's a sign that I need to stop coasting so much and just pedal more.

It went away after a few hundred miles. Now the hubs are buttery smooth.
