There's a pragmatic reason for guidelines like these. Because of coronavirus, more people are buying older bikes. Selecting an appropriate one is a dauntiing task.
My guidelines for buying a "vintage" bike:
1 - Do I like it?
2 - Does it fit?
3 - Am I comfortable with the price?
Nothing daunting about that.
