Price is everything here. The gems are the rims and the hubs. You have to be willing to deal with the tubular issue if you are thinking of flipping them. I would not pay more than $75/wheel at the most. Bulk discount down to $50 or less. I once purchased NOS build Campagnolo Chorus hubs with Omega Strada aero version for $150. Another time, a pair of small flange Campagnolo hubs with GP4's for $75. The second set were used but very ridable. Spokes are reusable if they are SS and worth more if DB and 3x lacing.
Keep in mind some on this forum would consider only the hubs of any value. Most look like they are protected with grease. QR's may be problematic due to rust.
Then there is shipping costs.
