That small cable guide on the drive side seat stay pretty much clinches Lejeune, likely from the Carré shop
Tubular or clincher?
Tubular I would recommend Mavic or Super Champion rims.
Clincher you could go Mavic MA2, Module or Module E. I am not a big fan of the SC Gentleman rims, but that is just me. There are some good modern rim choices, but I am not experienced with them. Be aware that some of the nice new tires can be a PITA to fit to the older rims.
I would go double butted spokes.
