Those numbers are the diameter of the seat tube (where the front derailleur clamps) in millimeters. I don't know what you wrapped around the tube to get the circumference, but try using a piece of paper instead. Mark the paper where it overlaps itself. Measure that length and divide by 3.14 to get the diameter.

I'm guessing you need a 34.9 because your 113mm circumference corresponds to a 36.0mm diameter, but you definitely need a more precise measurement to be sure.
